Research on the Establishment of Governmental Anti-Corruption Institute in Taiwan

In general, the functions of governmental anti-corruption organization are (1) to investigate and disclose corrupt deeds from which the public learns lessons, so that the possibility of corruption is minimized. (2) to help government officers and the public resist the temptation of committing corruption through consultation and education. (3) to educate the general public and the government personnel about the definition of and the negative impact of corruption.Through in-depth interviews, this study is aimed at understanding the opinions of elite from every sector of our society regarding establishing a governmental anti-corruption organization. It also analyzes the anti-corruption experience from Hong Kong, Singapore and Korea and summarizes three common characteristics of anti-corruption organization: (1) they all directly report to the highest leader of the country. (2) they are all independent organizations. (3) they are all granted with special power to crack down on corruption. This study also points out that (1) there is correlation between corruption in government and establishment of anti-corruption organization. (2) currently, it is very difficult to launch an anti-corruption organization in Taiwan. (3) the establishment of an anti-corruption organization is mainly hindered by so call “political obstacles.” This research concludes that “universal citizen participation”, ” legislation of a sophisticated law of anti-corruption”and “assessment of political feasibility” are two key factors for successful establishment of anti-corruption mechanism, which also should be the focus of further studies in this field.
