Research on Utilization of Professional Construction Management for School Buildings — A Case Study of the 921 Earthquake Campus Reconstruction Project

Popis: | 91 According to the quality assessment of construction projects conducted by the Executive Yuan Public Construction Commission each year, as well as results of the audit of the “Yao Sheng Project” in 2000, the construction quality of school buildings has been found to be dissatisfactory. The lack of professional construction capacity and professionals has made it hard for elementary and junior high schools to upgrade the quality of their construction projects. The professional construction management (PCM) system has been promoted by nations around the world for years. Relevant documentations show: The PCM system can enhance construction quality, lower construction cost, shorten construction schedule and reduce the manpower and time required of the property owner. Therefore, the employment of professional management firms by schools is not only in line with the government’s policy to downsize government personnel, but able to make up for the lack of professional construction capacity and professionals that the responsible departments of schools are often faced with. Since the promulgation of the Procurement Act (until the end of April 2003), 32 elementary or junior high schools have employed PCM services. Among these schools, 20 elementary or junior high schools under the “921 Earthquake Campus Reconstruction Project” have been completed for one year. Follow-ups and reviews are needed to examine these completed cases to see if they in fact have attained the purpose of trusting the projects to the care of PCM services. Through interviews with experts, this research looks into current conditions and issues pertinent to the contracting of PCM services by elementary or junior high schools. The “efficiency”, “cost” and “quality” of schools under the “921 Earthquake Campus Reconstruction Project” are evaluated to examine the results of employment of PCM services. Finally, recommendations for improvement are proposed in response to the flaws often seen in PCM projects, with the hope that PCM services may be given the full play to enhance the construction quality of school buildings. |
