Party convergence means the tendency of parties to grow more alike in their process of interaction. On the perspective of treating party as an organization, the author develops a new analysis framework adapted from the cartel party theory, policy convergence theory and new institutionalism in organizational theory. Among others the main case study is the application of the framework to analyze the interactional process of Kuomintang (KMT) and Democratic Progressive Party (DPP) from functional, policy claim and organizational dimensions. The author finds that the claims of cartel party theory are valid here only for the introduction of state subsides to political parties on functional dimension, and the convergence of policy claim is not apparent except for the field of distributive policy. Also finds is that the trend appears divergent because the competitive style becomes more and more centrifugal to both parties in policy claim dimension especially after DPP taking the regime. The organizational structures of both parties are isomorphism as electoral-professional party, their operational processes are divergent, and candidates selection (nomination) systems are more alike in organizational dimension. In the last chapter the author evaluates the phenomenon of party convergence, and concludes that the impact it will have may be harmful to democracy in each dimension.
