The development of software industry will exceed the hardware industry in the future; and yet, a well-developed software project is hard of forming due to the lack of budget, schedule delays, and inconsistent specifics. All of those problems mentioned above are not difficulties from the software technology itself, but from the lack of management during the developmental phase. Planning is the first step of project management, and a project management plan should be developed as the final result. This study uses the Project Management Body of Knowledge (PMBOK) developed by the Project Management Institute (PMI) in U.S. as a fundamental for meeting the Capability Maturity Model Integration (CMMI) level 2 project planning specific and generic goals, and for the analysis of software management standard procedures. Also in this research, I have addressed seven core activities and their related templates, which illustrate the software management operation flow from the input, the execution, to the output. I hope institutes that desire comprehensive software development will use this paper as a reference, and make good use of the software project planning.
