| Popis: | 91 This thesis discusses the function and acknowledgement of “Watch, defend and help” community & village patrol squad’s performance in the case of Tao-Yuan County. Although, the enthusiastic volunteers to participate the patrol squads might have their own regional characters and influenced by local elections, the performance of patrol squads could help improving public security, environmental protection, crisis assistance, and protecting elder and child in the community and villages. From the beginning, central government encourage all local governments to carry out the policy of community & village patrol squad in a common sense, that police manpower is limited, but the power from civilian society is unlimited. This study includes chapters of research background, research motivation, research destination, survey planning, and data analysis to explain the effects of community & village patrol squads. This study also examines the organization and function of community & village patrol squad from executive and legislative dimensions. The writer analyzes the relationship between police officers and members of patrol squads, and does fact-finding by survey interview and checks governmental records, taking principally qualitative method and using a second method of quantitative. By the end, there are some conclusions and suggestions as following: 1. The execution of community patrol squad has positive impact helping police administration to decrease criminal happing rate. It’s worthwhile for county government to concern continually community patrol squad’s development. 2. Financial shortage is a main difficulty for community’s patrol squads. Except the subsidy from county government’s physical budget, we might consider to use taxation reduction as an incentive to encourage enterprises supporting the patrol squad’s affairs by adoption measures. 3. In order to improve community patrol squad’s organization legitimacy, enactment implementation is necessary and should be facilitated. The community & village patrol squad system might consider integrating with substitute military service or volunteer service to enlarge manpower resources. 4. The executive administration supervising patrol squad’s affairs should increase periodical drill and get-together chance to improve solidarity between all patrol squad members and exchanges of information, experience with police administrators. 5. Standardizing community patrol squad’s uniform, badge and equipments will enhance patrol squad’s morale and security, I’d like reiterate to executive administration take necessary measures, and facilitate public order and security with “police administrator is limited, but patrol squads from community and village are unlimited.” |
