The Research of Sexual Offenders’ Psycho-Education Treatment Program Experience ABSTRACT Ying-Ming Chen Due to the constant increasing of criminal sex offence cases, publics has concerned and worried about the themes of sexual crimes, such as rape and incest, which have become the most serious threatening to Taiwan’s community security. According to the item1, act18 of Sexual Crime Prevention Law, which was Enforced in 1997,sexual offenders who had been judged guilty should all accepted certain periods of psycho-education and treatment program (P-E program) after serving their sentences, getting a parole, a probation or a pardon. From then on, the Republic of China in Taiwan progressed into a new era and it has been more than one year. In this period, Government has plunged into lots of sources as well as the victims. There is necessary to check out what the consequences obtained are. In order to understand the attitudes of the offenders and to find out the effects of this program, we interviewed and intense-analyzed six cases who had fulfilled more than one year’s P-E program, with the qualitative research method and semi-structured progressions. Our main findings are: 1) Sexual offenders’ awareness toward the P-E program: most of sexual offenders were obliged to accept the P-E program. They seldom had the willing to have any kinds of counseling or to be changed in some way or somehow. Some sexual offenders even used their mental energy to confront against the judicial system. Their self-defensive and negative attitude made the whole P-E program a facial, useless, and formalistic treatment. 2) Sexual offenders’ understanding and feeling about the P-E program: most of Ⅰsexual offenders felt the P-E program was just a “gossip and questioning” process rather than a professional psychotherapy. Attending the P-E program made almost all the sexual offenders encountered even tougher situation in their working area and everyday life. As a result, it was anticipative to find some negative feeling such as confront, refuse, and helplessness in the P-E program. Nevertheless, Researchers also found that if the sexual offenders persuaded themselves to face the P-E program, many other types of feeling, such as: painfulness, guilty, regret, shyness, and delightfulness, could showed out in the treatment process. 3) The P-E program’s effects toward the sexual offenders changed: It means reform cognitive distortion and self-divance cycle,avoiding high risk situation, so and on.Most of sexual offenders didn’t have any significant improvement in expressing denials to their offenses. They usually used such as “I’m not sure; I was drunk then; I can’t remember; I don’t want to talk about anymore.” to respond. And, the most apparent effects P-E program had were the self-control and the emotion-adjust, but we still can’t take them for granted since the clients were still in probation. This research inspected the P-E program through the offenders’ aspect could inspire relative researches and make some impacts to them. Furthermore, the findings of this research should have provide some concrete suggestions for the district governments and hospitals to take as a reference in promoting the P-E program.
