The emergent financial problems in Taiwan are due to the tumbling capital market and sapping estate price in 2001. Moreover, the shrinkage of domestic economy results in the rising non-performing loans as well as the omen of “Thailand’s monetary storm”. Besides the insufficient liquidation of mortgage assets, the homogeneous products of 53 domestic business units, which caused stiffer market competition in Taiwan, make the banking effectiveness and efficiency the chief mission. Thus, practicing better strategic bank management (SBM) is undoubtedly required. Meanwhile, balanced scorecard (BSC), a strategic management tool developed by Kaplan and Norton, is well recommended owing to its high opinion. Further study in the application of BSC is required because it is strange to domestic corporations in Taiwan. This research based on case study and analysis practiced of a particular band was examined. Subject to probe issues related to literatures and practices with pattern matching. Triangulation was used to gain additional insight into bank’s operation and the data provided-questionnaire survey, interviews, and data collected. The main findings of this paper are stated as follows, (1) The employee’s recognition of vision is less clear when lower hierarchical, the same as correlation with strategy. (2) On strategic measure perspectives, customer, risk management and financial perspective take priority over learning and growth perspective. (3) The heterogeneity of KSF may arise in the cross-sectional are recognized between line and staff in the bank. Subject to explore the strategy appliance better satisfaction is found for executive manager. (4) In the process of strategic bank management, differences from literatures include term of strategy, consideration of risk, strategy developing and personal strategy.
