I.The study aims to explore the R&D and execution of the completed house performance warranty by Sinyi Realty ., so as to look into the very key to its success. The term “completed house performance warranty” denotes the process of multiple supervision and strict control to assure the goal of secured trading. The “completed house performance warranty” contains the following highlights: 1 The guarantee banks (e.g., Da-An Bank, E-Sun Bank) guarantee secured payment and collection of both sides. 2 An-Hsin Construction Management Co., Ltd. takes charge of the collection, safekeeping, transfer or return of trading payments, tax or documents regarding ownership transfer. 3 An-Hsin Construction Management Co., Ltd., Hsin Yi Title Agent and Sinyi Realty strictly control the five major procedures in house trading, i.e., “contract signing”, “seal affixing”, “ownership transfer”, “tax payment” and “handover” before the closing price is being paid to the seller to complete the guarantee procedures. II The thesis adopts the case study method to study and explore the “completed house performance warranty”, consumer opinion surveys and analyses, establishment of various feasible plans, results of the trial implementation after the R&D, the countermeasures accordingly and the performance of the subsequent overall enforcement. Through the organized findings yielded from the study, Sinyi Realty shows the following key policies in the R&D process: 1 The “completed house performance warranty R&D team” consists of Sinyi Realty. that renders brokerage services, An-Hsin Construction Management Co., Ltd. which renders the “completed house performance guarantee system” and Sinyi Title Agent which handles title agency services, to conduct “consumer surveys”, “feasibility analysis and proposals of implementation plan” and “procedural design for completed house performance warranty system”. 2 With reference to real estate trading guarantee systems prevalent in the United States, Japan and such advanced nations, it takes the escrow system prevalent in the United States as the very blueprint to design the completed house performance warranty system. 3 Ching Shih Market Research Consultation Co., Ltd. is appointed to conduct consumer surveys in order to understand the target market’s response to the completed house performance warranty. (II)The study infers the keys of success on the execution of the completed house performance warranty system are: 1 Customers are more aware of trading safety. 2 The establishments of new banks enable Sinyi Realty to team up with the new banks to set up construction management company. 3 Due to keep competition, banks are more willing to obtain good mortgage clients means of the completed house performance warranty system. 4 Corporate culture are more complete. 5 Sinyi Realty has built sound reputation. 6 The determination of the operation supervisors to execute the system. 7 Flow control becomes systematized. 8 Sound production of real estate brochures. 9 Sinyi Realty handles escrow process through its own affiliates. 10 Consumer surveys beforehand. 11 Adequate staff surveys beforehand. 12 Adequate studies of relevant safety systems of advanced countries. 13 Sound review and correction during the pilot run period. 14 Complete education and training. 15 Incessant efforts in reviews and improvements.
