Preserving the Quality of Dwelling Environment in Taipei's 2nd Business Zone as Residential Use ─A study of the south of Zhongxian E. Road and the west of Guangfu S. Road and Jilong Road in Da-An District

The 2nd business zone is zoned for use of residential and business activities that provide retail and service to the local area. However, changing of the non-residential business types and quantity causes different extent of influence on the quality of dwelling environment in the residential use area. This research studies and discusses the factors influencing the quality of dwelling environment, with an objective of preserving its quality. It also provides suggestions on the issue of residential use within the 2nd business zone, focused on maintaining the quality of dwelling while improving the attractiveness of its local businesses. The area under research extends from south of Zhongxian E. Road and west of Guangfu S. Road and Jilong Road in Da-An District. Through investigation of present conditions, questionnaires, and statistical analysis, this research strives to understand the current mixed-use situation in the research area, the degree of satisfaction of its residents in their environment, and their knowledge of building management and maintenance. The study discovers that the mixed-use condition south of Zhongxian E. Road is more serious than that found west of Guangfu S. Road and Jilong Road. In terms of dwelling environment satisfaction, the heavily mixed area rated higher in terms of living convenience, but relatively lower in terms of satisfying other living environmental quality issues. In terms of management and maintenance, in average, more than 48% of the residents have a management contract with the business owners, and about 53% of the residents share the management cost with the business owners based on the area they occupy. Similar past research efforts have indicated that the factors that influence the dwelling environmental quality include the types of business in the area, the use and management of the buildings, the planning and design of the buildings, and the degree of the mixed-use on each block, etc. Furthermore, this study indicates that the attribute of the residents in the 2nd business zone has a higher impact on the dwelling environmental quality than the degree of the mixed-use on each block, which includes the quantity ratio between the business and residents. However, this study also shows that the degree of mixed-use on each block will influence the willingness of residents to stay. According to the interview results, the greater the percentage of mixed-use, the less willing residents are to remain in the area. Based on the above study, to the future practices of the mixed-use management in the 2nd business zone, this research recommends preserving the dwelling environment quality, flexible adjustment of zoning requirements, fair rewards and shared responsibility, actual public participation, and developing the attractiveness of local businesses. In preserving the quality of dwelling environment, the research suggests re-examination of the zoning regulations, development of a three-dimensional mixed-use with planning; administering the degree of mixed-use of the blocks; as well as establishment of a matching public management organization to control and direct the development. Additionally, the recommendation on the use, management and maintenance of buildings, includes considering the continuity among planning-design-use; establishing a review and approval system; enacting criterions for the planning, design, and management and maintenance of mixed-use; strengthening the condominium management rules and organization; encouraging public involvement; and educating residents and business owners regarding obedience of laws and regulations. At the same time, under the large guidelines of establishing related system, laws, and means of correction and control in government, utilize the organization and power of its residents’ and business owners’ involvement to assume common responsibility for its residents’ dwelling behavior and the business owners’ commercial activities and profit gaining.
