A study on the factors of adult literacy in OECD countries.

The thesis focuses on the related factors of the adult literacy survey in OECD countries. The purposes of this study are to clarify the concept of adult literacy, and to understand the policies and the surveys for adult literacy in the United States, British and Canada. It also explores the relationships between the educational attainment, expenditure, labor force, national economy and adult literacy by using document analysis and statistics analysis. The data is from the publications of OECD and World Bank and other database. There are 12 independent variables and 3 dependent variables in the study. The findings are as follows: 1. Sweden is on the highest level of adult literacy among OECD countries, and Chile is the lowest one. 2. The countries, which are high industrialized, high income and on front of national competitive rank, usually are on better adult literacy level. 3. The population of the lower and upper secondary education has less effect on adult literacy among the selected OECD countries. 4. Higher participation ratio of adult education and R&D expenditures are useful index to promote the level of adult literacy. 5. The lower GNP of country, the lower level of adult literacy. 6. Taiwanese’s adult literacy may be located in the lower group compared the OECD countries. The suggestions for government educational authorities are as follows: 1. To pay more attention to adult literacy education. 2. To prevail the ideas of lifelong learning and adult continuing education. 3. To develop adult literacy education by social resources. 4. To pay more attention to research and development expenditures. 5. To develop the adult education program by means of adult literacy. 6. To develop adult literacy survey is important. The suggestions for Human Resource Institutes are as follows: 1. To increase investment in education for technicians and specialists. 2. To increase the opportunities for adult education and training. 3. To enhance the quality of adult learning environment. Finally, the suggestions for the further researches are as follows: 1. To add variables of the study. 2. To make a comparison of adult literacy of Taiwan and other countries in international perspective. 3. To have a longitude study of the effects on adult literacy. 4. To build causal models among the variables that are included in this study.
