| Popis: | 89 Biotechnological Industry has been globally regarded as the brightest and potential industry in the 21 centuries. The impacts over the human life are significantly profound, being more than likely to cover centuries. “ The Science Technology Developing Packs “, promulgated in 1982, has defined that biotechnological Industry is one of 8 key industries in Taiwan, listing it as part of national developing strategic science works. To be leading role in global biotechnology 21 centuries, our government have to stipulate relevant appropriate policies and laws as early as possible, creating outstanding surroundings. This thesis are probing, analyzing and evaluating this industry, in Taiwan,can be developed into a full- fledge and mal-functional industry. The purposes of researching consist of the following 2 scopes. 1.To assess the current developing status of biotechnology in Taiwan.2. To probe the relationships between Taiwan National Innovative System and Biological technologies. This essay has extracted 7 essences through researching, basing on conceptions of the “National Innovativion System”: 1. Private business enterprises: Government ought to adapt joint venture business running with private firms, which usually belong to small and medium scale, by promotes the state running business to invest in biotechnology. 2. Networking Industry Park: Government constantly working and focusing in this industry, forming these particular ecological environments through political manners. 3. Educational System: The experts and technicians are fostered from colleges and Economic Administrative “Crossing Industries training programs for high level Technicians”as well as Technology Centers. 4. Venture Capital firms: The venture capital firms are the essential capital sources of initial researching activities, but less investing percentage in biotechnology in Taiwan. 5. Training Center: To assist business acquiring technological upgrading know-how’s or industry transforming. 6. Government Industry Policies: Remaining a lot to be improved. 7. Researching and developing Institutions: Industries and Educational systems are not well cooperated, leading the three groups, government institutions, business industries, and educational systems, working irrelevantly and dependently. Consequently, the “National Innovation System”, a crucial instrument influencing the industry foundations, technology leading edge, upgrading competitiveness, can offer total solutions to Biotechnology Industry at the preliminary stage. |
