Risk assessment of PAH from Municipal Waste Incinerator

Incineration technology, which requires much less land use and minimal contribution towards water and soil pollution as compared with landfills, has become the means to dispose of or treat municipal, hazardous and intractable wastes in Taiwan. Thus, it is necessary to investigate the impact of incinerator emissions on the surrounding population. A site-specific risk assessment on Shu-Lin municipal waste incinerator’s stack emissions was conducted. Fourteen Polycyclic Aromatic Hydrocarbons (PAHs) are the pollutants assigned for assessments. Selected PAH emission factors developed by U.S EPA and toxic equivalency factor (TEF) developed for PAH relative to Benzo[a]pyrene were used for calculating cancer risk estimates. Industrial Source Complex Short Term model Version 3 (ISCST3) and Multimedia Transport and Transform model were employed to calculate the cancer risks posed by the emissions from the incinerator. Monte Carlo analysis were performed on the modeled risk values. The result of the risk assessment showed that the population weighed total cancer risks (CR) within five kilometer radius of the incinerator had values below 10-6. At 95th percentile the cancer risk was estimated as 4.97E-09. More than 75% of the total cancer risk came from ingestion pathway. Beef ingestion, fruit ingestion, and above-ground vegetable ingestion were the least influential exposure pathways for calculation of total risk estimate, while sensitivity analysis showed that water ingestion, fish ingestion, and pork ingestion were the most influential exposure pathways. From the results of sensitivity analysis, average volumetric flow rate was the most influential input parameter for calculating total cancer risk. A total PAH air concentration of 3.03E-2 ng/m3 was calculated, where BaP air concentration was found to be 3.67E-04 ng/m3.
