A Study of Relationship Between Taipei County's Elementary School Principals' Instructional Leadership and Teachers' Professional Growth.

The main purpose of this study was to investigate the relationship between Taipei County’s elementary principals’ instructional leadership behaviors and teachers’ professional growth. The major instrument “Elementary School Situation Description Questionaire” was designed to collect data. The instrument comprises two parts: Elementary School Principal’s Instructional Leadership Behavior Scale and Teachers’ Professional Growth Scale. A sample of 81 principals and 1003 full-time, part-time teachers and administrators was generated and returned data were analyzed through mean, standard deviation, T-test. MANOVA, canonical correlation and multiple stepwise regression analysis. The major results were summarized as follows: 1.Most of the principals and teachers in Taipei County considered school principals’ instructional leadership behaviors important. 2.A majority of the principals and teachers in Taipei County viewed teachers’ professional growth important. 3.Significant differences were found on Taipei County’s educators, given the consideration of educators’ background variables, perceiving principals’ instructional leadership behaviors. 4.Significant differences were found by the Taipei County educators, given the consideration of educators, perceiving teachers’ professional growth. (principals, administrators, full-time teachers, part-time teachers) background variables. 5.Significant canonical correlation were found between principals’ instructional leadership behaviors and teachers’ professional growth. 6.In general, the assurance of curriculum and instruction quality and the teachers’ professional growth were the most positive predictors of principals’ instructional leadership behaviors. 7.From the interview, Six principals considered that Principals’ instructional leadership behaviors could improve teachers’ professional growth. Based on research results, the study propose the following questions: 1.Educational authorities should construct the goal of principals’ instructional leadership behaviors to promote Principals’ leadership effectiveness. In addition, the government should reduce the school size to create a supportive working environment for principals’ instructional leadership behaviors and teachers’ professional growth. 2.Elementary school principals should fulfill his concept of instructional leadership and establish instructional leadership team to improve teachers’ teaching skill and self-training. 3.Teachers should have refreshing attitude to support principals’ instructional leadership movement. 4.The future study should (1) enlarge the sample to all of the elementary schools in Taiwan. (2) utilize a variety of data collecting techniques such as qualitative visits, interviews and (3) utilize a variety of concrete goals to realize the principals’ instructional leadership behaviors.
