Human resource management is one of important affairs of national defense management. Furthermore, the operational tasks of military officer''''s performance evaluation, the core of personnel management that divided into two parts of compulsory distribution and three-level evaluation process based on some sort of evaluation credits. The index of performance evaluation contains some countable mathematical index; however, some problems about qualitative evaluation are inevitable in the process of evaluation. There are some reasons, for example, subjective judgments and preference from superior officer and the difference among individual''''s cognition. The results of military officer''''s performance evaluation are an important reference for individual promotion, assignment, training and annual bonus. Besides, influence military officer''''s morale. This research was to understand the applications of the grey theory, fuzzy theory and analytic hierarchy process(AHP)method. Especially In the prediction of military official performance evaluation. Because military official performance evaluation need to consider its multi-factors and criteria which belong to the domain of ”Multi-criteria Decision Making(MCDM)” and the ”decision environment under uncertainty”. The main contribution of this research will refer to Chung-Wen Chen” develop GAHP”, applied grey number and grey clustering method to AHP method. That is, The Multi-Layer Grey-Prediction Method predicts military official performance evaluation as a research issue the implements GAHP and grey clustering method. In terms of fuzzy group decision-making method and AHP. The estimated result shows it’s all the same to rank. This model will give a suitable evaluation method and the decision-maker to performance evaluation and provide the reference to the policy-maker authority that can be applied in military official performance evaluation.
