Semi-conductor packaging plant is a typical labor-substitute factory and its products carry the feature of small in quantity and rich in variety. Since different products require various models and parameters, it leads to frequent changes in models and setups. Moreover, it varies in time for each machine to setup. Among all machines in the semi-conductor packaging plant, the model-changing in the molding machine takes the most time. Too many times of setup machines, however, cause waste in capacity. Thus, with various product-mix and under the limit of on-the-scene manufacture resources, regulators must make decisions now and then to have mobile adjust in the state of machines or increase manpower arrangement. It can achieve real-time capacity planning and boost the effective of the Molding area. This research uses a systematic procedure to effectively solve the problems of real-time capacity planning in the Molding area. Simulation methods are used to diagnose the possibilities in the combination and allotment of machines and personnel. It can serve as a decision-making reference for the on-the-scene regulators and avoid mistakes in decision-making and waste capacity. Finally, it takes a real example of semi-conductor packaging plant to prove the feasibility of the procedure. It aims to practically solve the problems in reality as the contribution of the research.
