With the rapid growth of economic, the improvements in nutrition and living environment, together with the launch of National Health Insurance program on March 1, 1995, the public demand for medicare has risen not only in quantities but also in qualities, which has resulted in the rapid growth of medicare expense and the financial difficulties of NHI program. Therefore, the control of medicare cost has now become the big challenge of health insurance system and medical institutes. The intention of this article is to provide the analysis bases in favor of the study on prices and quantities of health insurance expense by Department of Health, Office of Statistics, The Executive Yuan, R. O. C. and the Bureau of National Health Insurance, Therefore, we select the same years of 1997 and 1999 to explore our study. There are many factors to affect the growth of application of total medical expense, we cited three factors: 1)Average Price of Outpatient, 2)Average Price of Inpatient, 3)Occupancy Rate, as dependent variables, and to analyze their variations, thus we can realize the status of variation of the total medical expense. The purpose of this study is trying to investigate the effect from basic characteristics, such as: Ownership, Type, Accredited, Locality, City and Town, Scale (including Bed, Doctor, Speciality), to aforesaid dependent variables.We used Cluster Analysis to divide such independent variables into high and low groups, and Correlation Analysis, ANOVA Analysis to select the higher correlation of independent variable, to establish the Equations of Discrimination. Finally, we establish the Logistic Regression Model to demonstrate Odd Ratio, the arrangement of basic characteristics and scale of High/Low average price, and Occupancy Rate.
