Constructing a Process Reference Model of Electronic Procurement-Using a Medical Center as an Example

With the environments changing, the ability of quick response and speeding the innovation has become the mainstreams of nowadays in most companies. Along with the development of internet these years, the usage of Business to Business Electronic Commerce(B2B)are also valued. According to the prediction about the B2B long-term market by Gartner, Inc, the sum of B2B transaction exceeds 433 hundred billions, and will up to 8,530 billions in 2005. But before attending the B2B transaction, corporate needs to precede the Business Process Reengineering(BPR in short). The purpose of this study is to explore the processes of electronic procurement of hospitals’ direct materials, thus we can build a practice reference model for electrical buyers’. At the mean time, we evaluate the cycle time of the whole processes. The method of processes modeling is to decompose the electronic procurement process to the aspect of organization view, data view and function view. Then we use the control view to integrate every parts into a complete process architecture by eEPC diagram and analyze the process by the ARIS tool software to compare the efficiency under different scenarios. From the case data, we have the average time to complete electronic procurement by the contract is about 10 days, which is about 28 to 33 days by a non-contract. Analyzing the key processes by this research, we suggest that case hospitals could use the inventory control systems to predict the time and quantity of next procurement run and inform the suppliers. According to the results of ARIS analysis, the average of procurement times deducts 53.33% of the original、the average turnover rate of inventory increase 14.28% of the original, and the average inventory cost of hospitals decrease.
