| Popis: | 88 For recent years, due to the rapid change of era and social environment has tended to be diversified and the domestic public works has got larger scale and hard work, the surrounding of engineering has been more complex than before. It is the urgent necessity to introduce the high professional and efficient team of project management in order to keep the professional control of public works executive procedure, so that can compensate the shortage of both human resource and technical expertise from the government pubic works executive departments. It can not only avoid the problem of settling those whom were laid off when the engineering projects were finished, but also line with the government policy of reorganizing and downsizing. This research trys to create a project management system proper to the particular characteristics of the domestic public works project in terms of the project of the engineering owner position. Its content includes three main phases: the structure of system organization; the process of project executive; the procedure of system operation. The research clearly defines the responsibility of project management organization and the relationship among each member. Moreover, it establishes the control procedure on the project management organization by the project owner. In order to meet the purpose that the system can easily be accessed and applied by the public works project executive departments, the research focus on creating: the procedure documentation; the standard documentation; and the check list; ─ the documental standard forms abide by the standard of ISO regulations. The research also provides the useful reference for those government organizations, which intend to apply the noted project management system to the public works project management. It reveals the higher expectation that can promote the level of the total quality of the domestic public works projects through the establishment of the project management system mentioned in this research. |
