Study on the Quality Management System of Ready-Mixed Concrete Plants in Northern Taiwan Thesis Advisor: Der-Hsien Shen Graduate Student: Chun-Hsu Chen ABSTRACT This study is to discuss the operation and quality management of the Ready-Mixed Concrete (RMC) plants of northern Taiwan during these years. During study, first of all, the related information of operation, quality management and ISO 9002 applied to RMC plant, and performance evaluation, etc. is collected and reviewed. Then, concerning the related data, questionnaire design is engaged for the RMC plants obtaining ISO 9002 recognition, the RMC plants without obtaining ISO 9002 recognition, and construction industry (concrete users). At last, through mail questionnaire and seminar in-site questionnaire, etc., the questionnaire investigation and statistic analysis are conducted. The study result shows: (1) concerning the operation of the RMC plants of northern Taiwan in these years, most RMC plants are provided enough equipment and competitiveness among, yet there are aspects for strengthening, include: 12% RMC plants are not provided with test labs, 22% of the labs responsible people of test labs fail to obtain any diploma, 11% RMC plants still fail to list the test or control diagram data as QC method. As to the past literature recommendations, such as no consideration of price to be superior to quality for material purchase, application of rapid analysis method to inspect concrete, incentives to operators of using the concrete of the RMC Association suppliers, Nation Bureau of standards in opening “Cheng” mark application of RMC etc., which shall all be promote. (2) The RMC plants with ISO 9002 recognition popularly consider it without much help in the performance of order increase, quality cost reduction, production cost reduction, onturn system clarification and disposition of customer dispute, etc. This indicates the concept of concrete users in ISO shall be build up, and RMC plants shall make further understanding and application about the related provisions to ISO 9002. (3) The RMC plants with ISO 9002 recognition still have many unsolved matters to the 19 quality control items, and do not take response measures concerning Taiwan in participation WTO in the future which is indeed a potential problem, (4) The construction industry have great confirmation about the RMC plants with ISO 9002 recognition, yet encountering the deteriorated competition environments among competitors, they can only lower down the concrete price to select a RMC plant, making the RMC plants with one more quality with one more cost, after obtaining ISO 9002 recognition, to fail to be benefited from orders which indeed requires further study. (5) ISO 9002 in quality management application of RMC plants is feasible. Only by relying on the joint effort of governments and civil as well as architecture experts, this ISO 9000 system can be promoted continuously.
