| Popis: | 86 In the lowest tender system of our country, the price is the only item of maki ng decission,and the system neglect the other importment items.Th e model like this will result to lower the quality and delay the days .What''''s more,in the very near future,our country will join World Trade Organization,we sould to go with the system of national socity. It is nesessary for our procurement system heading into the more opening and lucency. The ''''most advantageous tender''''is also mentioned in our ''''government procurement law''''. At first,the article is to research the law and developing situation of tender decisions .It also examines the advantage and disadvantage of types of decisions.Go ing with the new drawing up law of government procurement to find out the law basis of the most advantageous tender.Through discussing the relat ional literature,we can find out the more suitable and resonable decission frame. Secondly， aims at discussing the method o f quantification for the cost of architectural construction works .In the quantification of days,the article uses actual arc hitectural construction examples and function of computer operation to do regression analysis and build regression equation of timeand days cost.B y doing that, we can find out the basis quantification of days. The quantification of quality by designing the evaluation method of qu ality, we can gain the quality score. We can obtain the achievement o f quantification by taking the quality score into the existed equation that had been reserched before. At the end, according to the preceded achievement,by taking a test to evalute the days,quality,and price of the tenders comprehensively in terms of sequence or numerical rating in order to find out and suggest a most available tender decision model.According to thi s method, may provide decision-maker a clear and available method of making decision. Through the preceded analysis accomplishment, option and suggestions of this research article are reconfirmed.
