Application of Spatial Decision Support Systems on Regional Agricultural Water Demand Planning

Popis: | 86 The water demand in Taiwan increased tremendously for the last two decades from the rapid growth in population,and industrial and commercial activities.New water supplies becomes more expensive and almost impossible because the lack of dam site and the rejection for reservoir construction from the local residents. Water right exchanges or reallocations among sectors become important issues for present and the near future.The water demand estimation is important basis for negotiations of water right exchange of reallocation.In Taiwan,irrigation water use is about 60% of the total annual water supply. There are 17 Irrigation Associations in Taiwan in charge of irrigation planning and management. Agricultural water demand is affected by complicated factors including soil,climate, crop,water distribution system,and management. Most of these factors are spatially distributed and are hard to manage through traditional database management system. But they can be more efficiently managed by Geographic Information System(GIS). This pilot research is to study the feasibility of using GIS for decision support in irrigation water planning and management for Irrigation Associations in Taiwan. By linkage of GIS with irrigation water estimation models and related database for irrigation management,a framework of Spatial Decision Support System(SDSS) for agricultural water demand planning was built.Pai-Ho reservoir command area of Chia-Nan Irrigation Association in southern Taiwan was used as a pilot study area.The system prototype was built on NT4.0 platform using Arc/View 3.0,Visual Basic 5.0,and MS Access 97. Menu systems in Chinese were used for better user interface. By comparison with the current water use records,the system is proved to be effictive for regional agricultural water demand estimation and planning. An example of cropping pattern planning in the drought year was also shown in the paper as demostration of spation decision support. |
