Penghu Hsien is one of the campaigningcities striving to win the privilege. However it would generate variousimpacts to this site, such as economic, social, environmental andpolitical effects. This study, only focuses on the evaluation of theenvironmental impacts, especially water quality and solid waste pollution. The Non-market valuation technique, contingent evaluation approach,had been applied to evaluate the environmental impacts in this study.The questionnaire has been designed by using payment card to obtain theinformation of willingness to pay (WTP) from local residents andnon-residents. After analyzing the data obtained from the surveythe variation of the willingness to pay can be deduced and thus the valueof environmental impacts can be evaluated if the casino district has beendeveloped. This study can served as a reference as to whether Penghu Hsienshould become a casino district or not. From the study, it clearly shows that people would suffer substantialwelfare losses due to improper management of water and solid wastepollution in this potential casino district. In order to make anappropriate decision, the relevant official authorities should evaluate thechange of social welfare and other associated influences. However,environment protection should be well managed in coordination with touristpromotion projects, so that we still can have a sustainable livingenvironment. |
