| Popis: | 83 In Taiwan,there were about 77% of pupulation living in the urban area which occupies only 12% of all land areas in Taiwan as of 1993. The high density of urban population has made it a problem that the limited space and facilities in the city become insufficient for use. With the occurrence of increasing urban problems, the living environment becomes a subject concerned by all people. To solve the complicated urban problems, it is generally startsd from two aspects: urban planning and urban management system. Promotion of urban planning for establishing a reason- able and orderly environment is a kind of materialized and pra- ctical construction, while a sound urban management system and enhancement of administrative efficiency are the strategic pro- cedure. Both of these aspects complement each other with an aim to promote municipal construction, upgrade living standard, im- prove quality of environment, and promote social welfare. The well oordination between factors of built-up environment and administrative rules and regulations of construction and de- velopment is a key point for good living environment. Hence, " built-up environment of urban district" is adopted in this re- search as the objective. Factors of built-up environment of urban district and induction of many current administrative rules and regulations of construction and development as well as the rela- tion between both of them are studied and discussed. Moreover, the overlapped,insufficient or unstipulated parts of the built-up environment factors were dug out from those administrative rules and regulations to serve as a reference for the competent govern- ment authorities to develop and stipulate(amend) rules and regu- lations. |
