The purpose of my dissertation is to understand the relationship between Turkey and Europe through an examination of cultural policy and its governance. As elaborated in my dissertation, the dissertation addresses how cultural policy mediates this relationship and proposes three initiatives to capture the complexity of this relationship: 1) outlining the history of cultural policy in both Europe and Turkey in order to understand the core values, discourses, developments, and contradictions undergirding different cultural policies; 2) understanding the “Europeanization” of cultural policies through an analysis of cultural programs and institutions located both in Europe and Turkey, with the further aim of understanding how cultural policy migrates and translates into different national contexts at the state and non-state levels; and 3) understanding how Europe and Turkey pursue issues of cultural diversity through the governance of cultural policy, issues further situated within wider debates concerning citizenship, foreignness, democracy, rule of law, human rights, and the politics of civility. |
