This study was designed to investigate the relationship between traits and the functions of communication and staff development for elementary school principals as perceived by teachers.A two percent random sample of all public elementary schools in Ohio was invited to participate in the study. Fifty-three percent of the sample submitted usable returns. Principals of sample schools were placed in rank ordered groups on the basis of the percentage of satisfactory responses given by teachers on items in section I of the Survey of Administrative Functional Efficiency (SAFE) related to the function of communication or staff development. The four rank ordered groups arrived at on the basis of teacher responses produced two high efficiency groups and two low efficiency groups. Desirable and undesirable traits were established through the computation of a grand mean for each of 40 traits found in section II of SAFE. Any trait whose grand mean was greater or lesser than the descriptive mean of 2.50 to 3.50 was accepted as desirable or undesirable. The t-test for the difference in independent means was used to test the 22 hypotheses. Data analyses indicated that teachers perceived the following traits as desireable: adventurous, aggressive, ambitious, decisive, determined, discerning,enthusiastic, forceful, humorous, relaxed, stimulating, and well-read. The traits perceived as undesirable were: passive, possessive, preoccupied, and secretive. There were significant differences for: (a) desirable real traits and communication between high and low efficiency elementary school principals, (b) desirable real traits and staff development between high and low efficiency principals, (c) real and ideal desirable and undesirable traits for high and low efficiency elementary school principals, (d) discrepancy values between desirable and undesirable traits for high efficiency elementary school principals, (e) discrepancy values between desirable and undesirable traits for low efficiency elementary school principals and (f) discrepancy values of desirable traits on staff development between high and low efficiency school principals. |
