Article covers current and significant issues of information provision of scholars, university instructors and students of Ukraine, including provision of services through INTAS project and the general difficulties of contemporary Knowledge Society formation step. The report suggests a framework for developing scientific journal as a model of scholar communication, with a particular emphasis on the transition stage: e-journals. Several specific aspects of new models in organization of scholar communication (Open Access), transformation of the role the libraries play, taking into account the necessity in developing collections of e-journals, the problems of life-cycle of electronic resources in libraries. |
