The question of whether and within what limits foreign political actors may use the public of other states for political purposes flared up in the media during the election campaign appearances of Turkish government members in 2017, which showed the need for legal discussion.The author analyses the problem at the level of international law, state organisation law and fundamental rights. In doing so, she differentiates between state officials acting in their official authority and politicians and associations without a official function and describes the exercise of political rights, particularly in the context of access, residence, state visits, elections and freedom of assembly and speech of those affected. |
