Background. Currently, the tourism sector contains the potential to ensure the long-term sustainable development of Russian regions. However, the realization of this potential requires a revision of approaches to tourism management as a complex system with a spatial organization that is interconnected with other systems and flexibly responds to the effects of environmental factors. The solution of this problem is especially relevant for the Penza region, which is a subsidized region with a non-resource economy. The purpose of the study is to identify aspects of tourism management as a tool for sustainable development (using the example of the Penza region). Materials and methods. The research was conducted in a system paradigm based on the theory of systems and a systems approach. The methodological basis of the research was general scientific methods of analysis and synthesis, special methods of economic analysis, statistical methods, provisions of strategic planning and management. Results. In relation to the Penza region, the problem areas of the regional tourism sector have been identified, which hinder the disclosure of the potential of tourism to achieve sustainable development of the region and are largely related to institutional, managerial and economic factors. A conceptual model for managing the tourism sector of the region is proposed, which interconnects four components that affect the achievement of sustainable development goals: natural, manufactured and financial, social, and human capital. Recommendations on the reorganization of the tourism management system in the Penza region are proposed. Conclusions. In order to use the tourism potential more effectively to ensure the sustainable development of the Penza region, a review of the regional tourism management system is required. |
