This text examines the political processes that led to the establishment of Japan’s lay judge system. The author identifies three explanatory mechanisms: international accountability, horizontal accountability, and social accountability. The article suggests that the Japanese Federation of Bar Associations played a significant role in strengthening Japan’s social accountability mechanism. This, the hypothesis argues, was supplemented by horizontal accountability arising from weak opposition among the ruling Liberal Democratic Party and the Ministry of Justice. |
