Status and ways of reforming of the state groundwater monitoring system taking into account international experience and requirements of the EU water framework directive

Popis: The article analyzes the current status of groundwater monitoring in Ukraine and the ways of improving the monitoring system based on the experience of the European Union. The authors defined a list of priority measures for restoring and reforming the state groundwater monitoring system. To address the objectives it is necessary to establish cooperation and the free exchange of information between the subjects of environmental monitoring within the Ministry of Ecology and Natural Resources of Ukraine and State Geological and Subsurface Survey of Ukraine; to create a unified database “Groundwater” on the basis of GIS technologies; to ensure broad involvement of scientists to address issues of scientific support for environmental monitoring; to ensure compliance with the requirements of the Water Framework Directive by including in the composition of the groundwater monitoring system for monitoring of protected areas of potable water. The priorities are the development of scientific and methodological support of groundwater monitoring, harmonized with the EU instruments; the creation of the concept and the program of reform of the state of groundwater monitoring system based on international experience and the requirements of the European Union relevant directives jointly by representatives of industry science and academic geological science.
