Providing a Model of Citizenship Rights in Iranian Governmental Organizations

Popis: | Abstract Citizenship rights, as one of the most important components of individual rights, are able to play a decisive role in the sense of social justice and ultimately political development. So the aim of this study is to present a model of citizenship rights in Iranian governmental organizations. In terms of purpose, this study is a development in the qualitative stage including the identification of indicators by the method of data analysis of the foundation and in the quantitative stage of structural equations that uses the combined method. Experts in the field of policy makers, managers, scholars and experts active in the field of civil rights were selected as the statistical population of the study at the qualitative stage. 12 people were selected using purposive judgment sampling. the statistical population that was used to validate the model in the quantitative stage of the study are 200 people including managers and employees of Chaharmahal and Bakhtiari governorate and the sample size was determined to be 132 people. Based on the results of open and centralized coding, causal factors were included quality of work life of employees, freedom of expression, accountability, organizational culture, upstream documents and rules, and underlying factors including training and development and skills development, group making, socio-cultural requirements, legal requirements , IT executive capacity and infrastructure, and intervening factors such as managerial challenges, organizational challenges, legal barriers, and policy-governance. Citizenship enforcement strategies also included talent discovery, thinking, self-confidence, new media, networking, and constructive communication, and the consequences of citizenship enforcement included responsibility and interesting to work, cohesiveness, high vision, and maintaining employees' dignity, self-esteem, and human values. Finally, health, freedom of thought, central justice, the right to education, and the elimination of discrimination are the dimensions of citizenship rights. Based on the structural equation test, the model was confirmed in the statistical population. Introduction Despite the extensive and scattered literature on citizenship rights, the concepts and explanations of citizenship rights in the public sector, the requirements for the implementation of citizenship rights, as well as how to evaluate it are still not well known in Iranian government organizations and many parts of the literature is still incomplete in this field. Therefore, on the one hand, this study deals with the formulation of citizenship rights in Iranian government organizations in order to better understand the causal factors of citizenship rights in Iranian government organizations and identify the requirements and underlying factors as well as interfering factors to partially eliminate this shortcoming and on the other hand, successful implementation of citizenship rights in government organizations, makes it possible to achieve a fair and efficient system of citizenship rights in the public sector. Case study This study was done in Chaharmahal and Bakhtiari governorate. Finally, the dimensions of citizenship rights included health, freedom of thought, central justice, the right to education, and the elimination of discrimination. Based on the structural equation test, the model was confirmed in the statistical population. Conclusion The purpose of this study was to present the rights of citizens in Iranian government organizations. In the qualitative stage of the study, the data theory of the foundation was used and structural equations were used in the quantitative stage. In order to verify the presented theory, the study findings were provided to two experts in government organizations as well as two academic experts. Findings were understandable for all of the experts. The research findings are consistent with Roshan et al. (2014) and Khodadadi Dehkordi and Alidoost (2015) regarding the variables of transparency and accountability and legal laws and regulations. Regarding the variable of support of senior managers and having a systemic thinking, it is somewhat in line with the research of Soliani et al. (2019) who considered managerial and process factors as an effective factor on the implementation of citizenship rights. Haider (2018) showed that the lack of proper education is one of the factors in the lack of citizenship rights, which is in line with the results of this study on the variable of education. |
