Popis: | This article focuses on metro rail projects under construction or already operational in Indian cities to analyze urban projects’ planning and the new public policy tools mobilised for their financing and coordination with cities’ master plans. The Indian state keeps a hand on the decision-making processes through ad hoc entities while entering into different forms of partnerships with private sector actors. The major issue of the return on investment of these projects is pushing governments to mobilize new financing tools based on monetization of land, and controlled by those entities. The article shows that the international TOD - Transit Oriented Development – model is at the core of this strategy, and the analysis of its political dimension is crucial to understand its implementation in the Indian context. |
