This article analyses the political history of the Buenos Aires Police between 1852 and 1880. Born in 1822, this institution had gone through a period of visibility for its arbitrariness and violent behaviour during the second government of Juan Manuel de Rosas (1835-1852). In the following years, there was an important debate concerning the reforms needed to convert it into a modern “security police” and, in particular, on the legitimacy of the use of public force. |
