We sought to identlfy the economic, social, political and environmental key elements that structured the water management throughout the twentieth century in Sao Paulo state, Brazil, culminating in the enactment of the Water Resource State Policy in 1991. The application 01 Multiple Streams Model 01 John Kingdon allowed us to outline and analyze the introduction process of the water issues in the governmental agenda. It was observed that the solutions presented to face the problems of water scarcity, in terms of quality and quantity, could be divided among proposals that significantly changed the definition of the priarity use of the established water by the public autharities and proposals that would ensure the maintenance 01 the historical privileges 01 the hydropower sector. In the case studied, the Kingdon's model enlightened and connected several elements that led in direction 01 a lavorable context to the adoptlon 01 a new institutional model of water management. |
