Reforming the social policy at the present stage of the country development

Popis: | The relevance of the work is determined by a great role of socio-economic modernization in realizing the idea of innovation development and economy modernization. The increase of well-being is not only the result, but also a prerequisite for economic growth. At the present stage of globalization, all challenges of neo-industrialization could not be solved without modernization in social sphere: education, culture, health. A person does everything and the future of our country depends on the conditions that have been created for a person. The objective of the work is to study the main purposes of socio-economic modernization, expressed by the Russian Government in social policy, to consider the cause of the loss of Russia advantages in the implementation of social policy at the present stage of development, to analyze the Federal law on the reform of the budgetary sphere, to make the author's conclusions on the research topic. Research methods: factographic method, based on the study of all published, recorded facts, characterizing the state of the Russian economy in the key of the problem being studied; monitoring, which consists in selecting any indicators, collection of information, formalization of the obtained results, ordering, processing information, identifying regularities and sustainable trends in the framework of the research problem; system approach and analysis. Results: the authors make a hypothesis that factors of social culture, such as welfare and health may be one of the resources of modern neo-industrialization and its capital. The knowledge that the person has affect his performance in the sphere where he works, and capital health will define the time that he need to provide for his life while working. Social policy in Russia in terms of accumulation of such capital as welfare and health does not take into account many factors determining the quality of life. It is proved that the reform of budgetary organizations on the contemporary stage of the development is ineffective, as many problems are still exist and they were even multiplied due to weak legislative base, unbalance with other legislative acts. It is more obvious that the true aim of the reform is the desire of the state to shift social function on the shoulders of local authorities and the population. Social reforms conducted by the Government of Russia never justify the expectations of a greater part of the population, if the government documents relating to the reform of social policy are not amended. |
