L’(in)action publique face aux squats discrets à Paris et à Madrid

Popis: Squats in Europe have been largely documented by the social science literature. However, researchers usually focus on social centers and have put aside «invisible» squats which are not necessarily open forms of protest and resistance: ie. short-term illegal occupation for housing for precarious people, or ‘trafficking’. We suggest to include them into the European typologies through an exploration of modes of governance in Paris and Madrid regions. We show that their discretion, due to the lack of knowledge and databases by the actors and the researchers, prevents the emergence of a public issue and the institutionalization of public policies which target them. This paper is at the crossroads of the literature on squatting and on public policies, particularly about agenda setting.
