The author studies the effectiveness of the EUs crisis diplomacy and some member-states of the EU in the context of cases of separatism and unilateral steps towards proclamation of independence (a case of Catalonia). The author underlined that in spite of the fact that the EU posses a powerful potential of crises management the EU was unable to utilize it adequately and effectively in case of Catalonia crises. This situation could be explained by the specifics of the decision-making process in the EU and by the absence of adequate negotiating and dialogue platforms on the national level among the member- states. Special attention was devoted to the efforts of the EU to create a system of crises response in the conditions of decentralization and widening the rights of anatomies in the EU |
