Popis: | Despite the crisis of the last ten years and the local governments well-known financial requirements, the metropolitan areas and the big cities keep constructing public works in order to satisfy the increasing population needs. What lies ahead for the small public works? Will they decrease over time, both in terms of number and value, or will they keep going on as today, regardless of real local needs? In both cases, will the ex-ante assessment lose its importance or not? Maybe someone will put assessment process aside, making way for funding system “by request”. Certainly it’s the shortest way but it’s well far away from public works planning process. The paper describes last national experience of small public works finance, the “Programma 6.000 Campanili”, which has the request sending time as evaluation criterion. |
