Popis:	The article analyzes the elements of an administrative offense provided for by Part 1 of Article 14.1 of the Administrative Offenses Code of the Russian Federation. A detailed description of the object, the objective aspect, the subject and the subjective aspect of the composition of the specified offense is given; the most significant vacuum in its legislative consolidation, differences from the related composition of the crime are revealed. The author proposes specific measures aimed at improving the practice of applying the norms of the Administrative Offenses Code.
