Popis: Linear Economy, the dominant model in the world, does not contribute to environmental, economic, and social sustainability. Global actions have not been enough to achieve sustainable development. The current Cobb-Douglas economic model operates in a linear economy that does not take into account the principles of sustainability; thus, given the need to operate in a Circular Economy (CE), the Cobb-Douglas function must be adapted. We observed the need for including natural resources and energy as inputs, and the waste generated by production as outputs in the Cobb-Douglas model. It was also observed that public policies should contemplate more sustainable models that favor the promotion of the CE. In this work, we mapped the municipality of São José dos Pinhais (SJP) according to the production of organic waste for the implementation of a biodigester, and analyzed the general equation of production factors (Schumpeter and Cobb-Douglas); further, we analyzed the municipality’s Multi-Year Plan (2018–2021) of actions linked to the environment, and the feasibility of the implementation of a biogas thermal power plant. Lastly, we showed the importance of public policies for sustainable development actions in cities and the need for transparency in municipal budgets to ensure the population’s access to information. Finally, it is only possible to meet the principles of Sustainable Development Goals (SDG) and Environmental Social Governance (ESG) with the inclusion of new production factors (rejects for recycling, composting, and energy) in the Cobb-Douglas function operating in a CE.
