The relative shortage of water resources around southern shore of the Mediterranean, their fragility and irregular distribution give rise to a major risk of scarcity in spite of various attempts in order to increase the supply which seems inevitable. The wilaya of Oran appear to be a typical case for a study concerning the difficulties which lay down the problematic of “water system” with a space presenting triple in characteristics, as for the importance of industrial and growth of domestic consumptions with rising agricultural needs and intensification which is necessary in short term. Out of necessity for methodological order geographer is requested to provide reflection’s elements on sciences and societies which dealt with the issue of water and perceive he problematic of water in order to work out the ins and outs by the establishment of a regional and specific organisation and structuring. This theory undertakes to clarify the different process’s resources within the framework of using and management of water in semiarid zone so as to extend the reformulation to a large extent of geography. This approach of water widely endeavours to prove the main position in appropriation and organisation of the space and structuring social and economic relations of local societies. Based on investigation, on observation and analysis of the relationship between the use of the resource by different users on the one hand and socioeconomic, demographic and technical contexts on the other hand. |
