| Popis: | Objectives The beginnings of disciplinary liability of Polish police officers date back to the period before the creation of an independent Polish state, and the first regulations were issued by a decree of the Regency Council in June 1918. The creation of state structures was accompanied by great enthusiasm of the nation, but also chaos, natural in such a situation, which made it possible to employ inappropriate units, which in the subsequent years of the police's existence were removed from its ranks under disciplinary regulations. The presented text presents the process of the birth of the state police, but above all, the creation and application of legal norms to its officers, enabling them to be held responsible. Material and methods The text was created on the basis of source materials, for the analysis of which the dogmatic, legal and historical methods were first used. Results The research resulted in an article of great importance for Polish science. Conclusions The ambition of the political elites of the Polish state reborn in 1918 was to create an efficient, disciplined, effective and citizen-friendly corps of public officials. One of the tools to achieve this goal was to be a highly efficient system of detecting and prosecuting disciplinary torts. It was believed that only an honest and perfectly moral staff of officials could provide proper service to the citizens of a country longed for by many generations of Poles. A special role in this system was played by state police officers, which is why much attention and effort was devoted to them. This goal was consistently pursued, and already in the first years of the existence of Polish statehood, an efficient body was created to effectively remove inappropriate individuals from the ranks of officials. |
