The transition postulate and the Serbian experience

Popis: | Transition trajectories of post-communist societies substantially challenge the paradigm of post-communist changes given that the different socio-historical context may not be reduced to a unilateral mechanistic theory of social development. Post-communist countries are not a uniform and typologically homogeneous category, which is prominent in their different and uneven starting positions. Social and political culture, economic underdevelopment, the legacy of former regimes and their unequal international standing are the determinants that aggravate the pre-ordained construction for the consolidation of the western-type liberal democracy. The discrepancy between the transition postulates and Serbia's empirical sideways clearly and specifically reflected in the inadequacy of all subjects and power-holders in this process, including the political elites and the society as a whole, to face the objective social challenges and reach a general consensus on the overall objective, dynamics, mode and priorities in the projected reforms. The process of adjusting to the new internal and external circumstances proceeds at a very slow pace as it presumes a change in the mindset, value system and conduct. The change in the formal/institutional framework calls for a new model of cultural relations and a different cognitive, social and value-driven pattern of behaviour. Even though Serbia is lagging behind in that course, it is never too late for a fresh start. |
