Regional integration has an important impact on economic development and the ecological environment. However, few studies have investigated the environmental effects of regional integration within cities. This study uses the quasi-natural experiment of China’s “Removing Counties and Establishing Districts” reform and the difference-in-differences method to estimate the impact of regional integration within cities on carbon emissions. We present three findings. First, on average, the Removing Counties and Establishing Districts reform effectively lowered carbon emissions by approximately 8.6%, which shows that regional integration within cities helps reduce carbon emissions. Second, the effects were more significant in China’s eastern and central regions and in developed regions with a higher level of marketization. Third, regional integration reduced carbon emissions by transferring energy-intensive and heavily polluting enterprises to other regions and by improving the capability of regional enterprises to govern their gas emissions and utilize energy efficiently. Based on the empirical findings, we suggest that the government should continue to encourage regional integration and make good use of the emission reduction effects of regional integration, promoting the coordination between economic development and environmental improvement. |
