Popis:	This articles provides analysis of the Omsk Regional arbitration court cases involving imposition of administrative sanctions on the owner of advertising structures for violations of housing and urban development laws. The authors critique an approach adopted by courts that assume that advertising structures do not belong to the individual who is held administratively accountable.
