Popis: This article raises the question of decentralisation and the causes of its failure in certain countries of the South, including French-speaking countries. Why a process so well praised by development aid organisations struggling to succeed in these states?The objective of this article is to present a general reflection on decentralisation that highlights the historical, economic and political determinants that feed it, by following the light of development theory. The historical contexts of decentralisation in the countries of the South are different in the countries of the North. The literature on the subject tends to ignore the empirical realities that gave rise to the theory of decentralisation in the Third World.
