National licences are achieved for some major scientific journals and medical databases. Since 2006 these resources are accessible for both health personal, and citizens in Norway via the virtual Norwegian Electronic Health Library (NEHL). In addition, there are institutional licences to further databases and journals for members of the Norwegian Electronic Health Library. The establishing, the financial aspects and the content of the Norwegian Electronic Health Library are described shortly. The resources which can be accessed from the Norwegian Electronic Health Library are from the University of Bergens point of view, a valuable and very relevant basis, on which to build up with further licences, to give access to the necessary medical scientific and clinical resources. With national licences, the NEHL has fulfilled its three main concepts, which are: equal access to information, access to high-quality resources, and efficient resource allocation in a publicly funded health system. |
