Popis: The article regards the effectiveness of state business regulation proving the falsity of liberal ideas of minimizing the state participation in economic processes; the role of extractive institutes in the differentiation of the Russian society. It also studies the practicability of the introduction of inclusive institutes into the Russian society and gives their main characteristics. The article regards the error actions of the state during the transition to the market economy including deindustrialization, privatization of the public property, etc., and their economic impact on the market economy agents and population. The research proves the necessity of revitalization of investment processes and their financial support from the Government and big business. The article also regards the practicability of using the ‘developing state’ model, combining market instruments with active State participation; revitalization of the innovative processes in high-tech industries, including machine building; and what is of the utmost importance in the “digital revolution” — the development of nanotechnologies, biologically engineered technologies, and information-communication technologies reinforced with added participation of the Russian big business.
