The Okinawa Charter and the Congress of the United Nations: cybercrime countering issues

Popis: The paper is based on the analysis of the provisions of the Okinawa Charter "Global information society", decisions of the UN Congresses on crime prevention and criminal justice, as well as relevant resolutions of the UN General Assembly to establish the state of organizational and regulatory support for countering cyber challenges and threats, as well as cybercrime in the global information space. The relevance of this topic is evidenced by the increasing level of cyber challenges and threats, and it’s scale growth. Thus, the Russian security services have repelled about 25 million cyber attacks of different kinds of during the World Cup (2018). In conclusion the discussed issues the proposals we made for the further development of international law, especially concerning the development of artificial intelligence technologies, as well as the use of robotics can be taken into account and reflected in the draft of UN Convention on information security.
