In Morocco, the production of space has been exclusive to state control that monopolized the right and the power to intervene and shape urban territories. However, this centralized management system with outdated instruments has proven its limits decades ago. Under the pressure of managing growing urban challenges, inclusive approaches have begun to gain momentum. Local experiences based on inhabitants’ initiatives have encouraged public institutions to proceed by proximity. Even if their involvement is mainly focused on “unprivileged neighbourhoods” to legitimize pre-defined interventions and ensure their financial contribution to recovering the cost inherent in their upgrade, inhabitants are mobilizing multiple resources and capabilities to claim "the right to the city" and influence public formal responses. The article presents a local initiative of collaborative planning in southern Morocco that emerged after inhabitants rejected urban standards, claiming the gaps between urban projections and their neighbourhood realities. It questions the modalities of taking into account inhabitants' initiatives in public interventions and responses. It is based on empirical material collected through participant observation and interviews with stakeholders. The case study feeds the hypothesis that public responses to the limits of urban instruments depend on the mobilization of inhabitants. Their involvement in a public corrective response is closer to privilege than a right, conditioned by their capabilities and resources from various forms (knowledge of use, intermediation collective organization skills... etc.). These strategies allow them to position themselves in the decision-making process and negotiate the urban standards. |
